Domain Ownership Transfer by Application

Domain ownership transfer (Registrant change) is a procedure that transfers a domain from the current Registrant (owner) to another party. After the process is completed, the current Registrant loses all rights to the domain, and the new Registrant gains full control over it.

Step 1.
The new Registrant registers on the website if they are not yet a Rucenter client. The new Registrant provides their agreement number to the current Registrant. The domain will be transferred to this agreement.

Step 2.
The current Registrant submits the original application to Rucenter.

If additional services (hosting, mail for business, DNS hosting, Whois Privacy Protection) need to be transferred along with the domain, they must be specified in the "Additional Services" field in the application. The list of all services under the agreement and their identifiers can be found in the Personal account → Active Services section.

Individuals and sole entrepreneurs can submit the application:

For individuals and sole entrepreneurs, requests sent by postal mail must be notarized. A notarized request for domain ownership transfer is valid for 3 months from the date of its signing and certification by a notary.

Non-resident individuals who do not reside in Russia can submit a photo or scanned copy of the notarized application from the contact email address specified in the contract of the current Registrant. The application must be accompanied by a copy of the current Registrant’s passport.

The application must be issued on behalf of the current Registrant. If the request is notarized in the national language, a notarized translation into Russian must be attached (depending on the country where notarization is performed, an apostille may be required).

If postal service is available between Russia and the individual's country of residence, the original notarized request and a copy of the current Registrant’s passport must be sent to Rucenter's postal address.

If the domain Registrant is a minor, ownership transfer (Registrant change) requires parental consent. The Registrant must provide:

  • A request for ownership transfer;
  • A scanned copy of parental consent;
  • A color scan of the applicant's birth certificate (both front and back sides with the passport issuance stamp);
  • A color scan of the passport of the parent who signed the consent (main page, pages 16-17).

Rucenter reserves the right to request additional documents and information, including photographs confirming the will of the current Registrant and/or their identity.

Step 3.
Once the original application is received, ownership transfer is initiated within 3 business days. Both the new and current Registrants will receive email notifications confirming the start of the process. The new Registrant must confirm acceptance of the domain ownership in the Personal account → Operations → Registrant change.

The Registrant change service is a paid service. If the domain is covered by a price plan other than Standard or Basic, the service is free of charge. The service fee may be paid by either the current or new Registrant. If the payer’s form is managed under an agreement with Multi-administration service enabled, payment arrangements should be coordinated with the account owner.
