Rules on drafting letters for individuals and individual entrepreneurs
- The information provided in the letter (application) must match the information contained in the Rucenter database.
- The letter (application) must be issued on behalf of the current registrant.
- The letter (application) is certified by a notary. Notarization of the letter (application) is not required if the registrant submits the letter (application) in person to the Rucenter office or to the office of one of the regional Rucenter representatives. In this case, the main ID will be enough.
- Ownership transfer, change of registrar, deletion of domains are not carried out by fax copies of letters. Copies can be provided only to check the correctness of their completion.
- The letter (application) must contain the date. The document is valid for 3 months from the date of its signing.
- The domain in the letter must be indicated without the www prefix (for example, test.ru).
- Domains containing Cyrillic characters in their names must be indicated in the letter both in Cyrillic and in PUNYCODE encoding. For example: ru-center.su (XN----JTBYJDLDZ.SU).
- Domains in Cyrillic zones (.РФ, .МОСКВА, .ДЕТИ, .ОНЛАЙН, .САЙТ, .ОРГ) may be listed in Cyrillic without Punycode encoding.
- Non-resident individuals who do not reside in Russia can submit a photo or scanned copy of the notarized application from the contact email address specified in the contract of the current Registrant. The application must be accompanied by a copy of the current Registrant’s passport.
The application must be issued on behalf of the current Registrant. If the request is notarized in the national language, a notarized translation into Russian must be attached (depending on the country where notarization is performed, an apostille may be required).
If postal service is available between Russia and the individual's country of residence, the original notarized request and a copy of the current Registrant’s passport must be sent to Rucenter's postal address.
- In case of doubt about the reliability of the information provided, Rucenter has the right to request additional documents. All documents required for domain transfer must be brought or sent simultaneously (in one package).
Rules for drawing up a list of domain names
Due to the fact that scanning is used in the processing of domain name lists, we ask you to observe a number of conditions when processing them:
1. Domain name lists must be printed on a printer (i.e. not photocopied).
2. Domain names list format:
- domain names should be placed on the page in several columns; the columns should be placed on the free margin of the page without enveloping text or other images, e.g. seals, signatures, etc.
- the domain name should be placed in a single line column, without hyphenation
- there should be no punctuation between domain names.
3. Fonts:
- uppercase letters;
- size from 12 pt;
- bold, upright;
- preferably use one of the following font types: Times New Roman, Arial, Courier New, Tahoma.
The certification of each sheet of the list is similar to the certification of the document to which it is attached.
