Rules of drawing up letters (for non-residents)

(Exceptions to the general rules are marked individually for every letter in letter forms)

General information

  • How to pass the documents to RU-CENTER
    • The documents may be delivered to the RU-CENTER office or RU-CENTER's regional affiliate office, or posted to:

      RU-CENTER, 2/1, 3d Khoroshevskaya str., Moscow, 123308, Russian Federation

  • All documents necessary for domain name transfer must be brought or sent at the same time (in the same letter).
  • The information presented in the letter must be identical to the information contained in the RU-CENTER database.
  • The signing date is mandatory in the letter.
  • Letters are valid for a period of 3 months from the moment of signing.
  • Only the letters in original can be processed. No ownership transfer, Registrar transfer or domains deletion may be effected upon the faxed copies. Letter copies may only be submitted for verification purposes.
  • Documents with facsimile signatures are not accepted.
  • The documents must be in English or Russian language.
  • In the process of domain rights transfer sometimes it is required to transfer rights for additional services for this domain as well (Primary, Secondary, Web-forwarding, Domain Redirection, Mail Redirection, Hosting). If the domain and additional services are administrated under the same agreement, requests for the domain and additional services transfer can be included in one letter. Otherwise you should present individual letters for domain transfer and transfer of additional services. The form of an additional services transfer letter is similar to the form of a domain transfer letter. The letter must be sent on behalf of the person, who is using the services at present time.
  • Conditions under which domain name transfer cannot be performed
  • Domain rights and domain support transfer to another Registrar is accomplished by means of official letters from the domain Administrator:
    • A legal entity

      Should present a letter of commitment of the required action, which should:

      • Be on a company letterhead.
      • Have a seal if the organization’s Articles of Association has a provision on the seal. If the letter is not certified with the company’s seal, you must enclose a copy of the corporate charter to prove that the company has no seal.
      • A letter having two or more pages shall be stitched and numbered. The back cover shall have indication of total pages in words, affixed with director's signature and seal (if the organization’s Articles of Association has a provision on the seal).
      • The letter must be signed by the head of the organization (depending on the constitutional documents, it can be a director, chief executive officer, president, etc.). Such signature must be certified by the official seal of the organization, provided that the corporate charter of the organization contains provisions on the corporate seal. If the organization has no seal according to the charter, there is no need to put seal.
      • If the letter is signed by a person acting under some other document (e.g., warrant, power of attorney), the letter must feature such person’s name, title, as well as the date and number of the document approving their authorities. Example: "under the power of attorney No. ______ dated ______". The warrant of power of attorney must state that the person is authorized to change or restore password under the agreement No. _________ (or to execute any transactions and execute, change and terminate any agreements without limitations, including the price limitations).

      You can use following form of Power of Attorney as a template.
      If the advised template does not suit your company, you can change it in order to limit or correct the authorities given to your company representative by this Power of Attorney.

      In case of doubt in validity of documents presented, RU-CENTER has the right to request copy of notarized translation of documents confirming the authority of parties who signed the documents, into Russian.

    • An individual or a business owner

      Should present:

      • a letter concerning commitment of the required action, which should be signed by the domain name administrator (owner) in person;
      • copied pages of civil passport of the domain name administrator (personal data, information regarding issuance/validity extension of the passport).
