1. Definitions

Wolrdwide Domains (Domains) — domain extensions specified in Addendum 1 hereto.

ICANN — the corporation that holds authority for the allocation of domain names and numbers, exercises general control over the system of domain names and the space of IP addresses, including the development of rules, and ensures the efficient operation of root servers.

gTLD Sponsor — an ICANN-accredited legal entity that manages a generic top-level domain, including New gTLD domains.

Country Code Top-Level Domain (ccTLD) is a two-letter top-level domain assigned by IANA (Internet Assigned Numbers Authority) for a country or a dependent territory in coordination with Internet constituency of a country or territory according to ISO 3166-1.

ccTLD Sponsor — a legal entity that manages a ccTLD.

Customer — an individual or legal entity that orders the service of "Name Registration in Worldwide Domains", "Name Renewal in Worldwide Domains", "Name Information Update in Worldwide Domains", "Registrant Change for a Name in Worldwide Domains", and entered into a Service Agreement with the Contractor.

Order — a request from the Customer to the Contractor, in a form defined by the Contractor, that contains all the required data to obtain the services "Name Registration in Worldwide Domains", "Name Renewal in Worldwide Domains", "Name Information Update in Worldwide Domains", "Registrant Change for a Name in Worldwide Domains" by the Customer.

Registry — the central database of a gTLD or foreign ccTLD, which contains information about registered domain names and corresponding DNS servers, as well as other information required for the registration and delegation of domains.

Registry Operator — legal entity responsible for operation of a Registry and providing access to the Registry for Registrars so that they can provide domain name registration services.

Contractor - Joint Stock Company "Regional Network Information Center" (JSC RU-CENTER).

Contractor's Partner (Partner) — an individual or legal entity that has signed a Multiple Services Contract (NIC-REG).

Registrar — any other legal entity accredited by ICANN or another authorized party including gTLD Sponsor, ccTLD Sponsor to provide domain name registration services and deliver required information to the Registry.

Name Registration in Worldwide Domains (Registration) — entry of information about the domain name into the Registry by the Registrar. The period of registration, i.e. the period during which the domain name information is stored in the Registry, is set by the Registrant of a domain name within the minimum and maximum limits determined by the relevant Registry. The registration of a domain name can be renewed upon a Customer's request in a manner and as required by the registration policy of the corresponding domain zone.

Cancellation of Registration (Release of a Domain Name) — removal of information about the domain name from the Registry.

Registrant — the person whose name the domain name is registered in. The Registrant is either a Customer or a person indicated as an Administrative contact (of the Registrant).

Administrative Contact — individual or legal entity indicated as Registrant if name registration for the Customer's name is unavailable pursuant to the registration policy of the corresponding domain zone, established by the Registry Operator, ccTLD Sponsor or gTLD Sponsor. The necessity to use Administrative Contact is independently defined by the Contractor pursuant to the Names Registration Policy in the domain zone selected by the Customer.

Subcontractor — legal entity that receives and fulfills Contractor's orders for name registration for the Contractor's name or another person indicated as an Administrative contact in cases provided hereunder.

Domain Delegation — entry and storage of information about the domain name and the corresponding DNS servers on the root servers of the relevant top-level domain. The domain delegation with the DNS specified by the Registrant or authorized Partner is only possible within the domain name registration period.

Registrar Change for a Name in Worldwide Domains (Registrar Change) — introducing changes of the Registrar information in the Registry by the Registry Operator, ccTLD Sponsor or gTLD Sponsor.

Domain Name Information — information about a domain name that is entered into the Registry and submitted to the Registry Operator, ccTLD Sponsor, Subcontractors (details of the Customer, administrative, technical and billing contacts and the DNS servers).

Name Information Update in Worldwide Domains (Information Update) — change of domain name data to be submitted to the Registry, Registry Operator, ccTLD Sponsor, gTLD Sponsor and (or) Subcontractors (details of the Customer, administrative, technical and billing contacts and the DNS servers).

Minimum Domain Renewal Term — minimum renewal term for worldwide domains. Minimum renewal term is beyond the Contractor's control and is subject to the requirements set by the Registry Operator, ccTLD Sponsor, gTLD Sponsor or Subcontractor.

Terms not defined herein are defined in the gTLD and Foreign ссTLD Registration Agreement, gTLD and Foreign ссTLD Registration Schedule, Sunrise Registration Schedule Under New gTLD Program as well as Terms of Name Registration and Use in Worldwide Domains.

2. General Terms

2.1. This Schedule sets out the conditions for providing the services of registration, renewal, Registrar's change in the gTLDs and ссTLDs.

2.2. A service order shall serve confirmation that the Customer agrees with the provisions of this Schedule. A service order shall also be deemed as confirmation for the Customer to pay for the service at the prices valid on the Order processing start date.

2.3. The Contractor provides the Customer, that entered into a Service Agreement with the Contractor, with the services of registration, renewal, Registrar change and name information update in worldwide domains. The conclusion of the Service Agreement is preceded by the Customer's registration on the Contractor's database. The Customer is responsible for selecting and registering individual administrative and technical passwords, for securing their confidentiality, and for all actions involving the use of passwords. All information provided by the Customer for the registration on the Contractor's database and conclusion of the Service Agreement shall be authentic and up-to-date. If the Customer provides false information, the registration of the domain name may be canceled.

2.4. The Customer agrees that the information the Customer provides by filling in forms and other documents, including those in an electronic form, in sections of these documents marked as "open", will be placed by the Contractor on search engines and will be open to the public. A list of the information that will be made public and information that may be made public with the Customer's consent can be viewed on the Contractor's website.

2.5. A service is provided to the Customer based on the Agreement, provided there is an Order for the service and all the relevant requirements of this Schedule are met.

2.6. The domain registration service shall be deemed provided from the moment the information about the domain registered on the Customer's name or the person indicated as an Administrative contact hereunder is entered in the corresponding Registry.

2.7. The service of domain name renewal shall be deemed provided after the information about the renewal has been entered into the Contractor's database and the Registry. Domain name registration will be renewed for the period specified by the Customer and Contractor with due regard to the policy of the corresponding Registry Operator.

2.8. Registrar change service shall be deemed provided after the information about the Registrar in the Registry is changed. In this case the period of domains registration may be renewed. The extension of name registration period as a result of Registrar's successful change is subject to registration policy of the corresponding domain zone set up by the Registry, Registry Operator, ccTLD Sponsor, gTLD Sponsor and/or Subcontractor.

2.9. The Customer agrees that the Contractor at any moment, without obtaining Customer's consent, may change Registrar for the domain name registered by the Customer's application. The Contractor reserves the right to notify the Customer of the Registrar change procedure that has taken place.

2.10. The Customer undertakes to comply with the requirements of the document "Service Use Terms" published on the Contractor's web-server at https://www.nic.ru/about/servpol.html. The Customer agrees that it may be affected by the consequences of actions undertaken by the Contractor to prevent negative consequences of the third parties' activities, interfering with the Contractor's system of services. The Contractor, in its actions, is guided by the provisions of Terms of Use and guarantees the minimization of such adverse effects to the Customer.

2.11. Subcontractor may be:

  • COMBELL GROUP (Registration Policy is available at http://www.combell.com/en)
  • Ascio Technologies Inc.Denmark (Registration Policy is available at http://www.ascio.com)
  • Internet Invest Ltd. (Registration Policy is available at http://www.imena.ua/site/documents)

2.12. The Customer shall follow the policy given in documents of the Subcontractor companies listed in item 2.11 hereinabove. By ordering the service the Customer confirms that it agrees with the terms and conditions thereof. The Contractor is relieved from the responsibility for the actions undertaken by the Registry Operator, ccTLD Sponsor or gTLD Sponsor that caused name registration refusal, as well as unconscientious domain name registration by third parties and violation of third parties' rights associated with name selection and registration. The Customer defines the rules and order of using the domain name, assumes the responsibility for selecting a domain name and for possible violations of the rights of any third party in connection with the selection and use of the domain name, and is liable for the costs of such violations. The Customer shall indemnify the Contractor and the Contractor's Subcontractor from any liability associated with third persons' claims.

2.13. Placing an order for name registration service in worldwide domains or domain transfer from another Registrar (Registrar change) directly with the Contractor or through the Contractor's Partner authorized by the Customer shall be deemed Customer's consent with the document "Terms of Name Registration and Use in Worldwide Domains" (hereinafter referred to as Terms) published on the Contractor's web server at [ссылка на условия], the procedure of its modification, and serves confirmation of the fact that the Customer read and studied the provisions of these Terms. The documents established by the Registry, Registry Operator, ccTLD Sponsor, gTLD Sponsor and/or Subcontractor shall prevail. Customer's notification about modification of documents listed in "Terms of Name Registration and Use in Worldwide Domains" is beyond the Contractor's responsibility. The Contractor shall, at its sole discretion, keeps track of any changes introduced in the specified documents.

2.14. The Customer agrees that domain name registration shall be subject to suspension, cancellation, or transfer following the decision made pursuant to any specification or policy adopted by ICANN another authorized party including ccTLD Sponsor or gTLD Sponsor, or pursuant to any registrar or registry procedure not inconsistent with ICANN another authorized party including ccTLD Sponsor or gTLD Sponsor, policy with a purpose, including, but not limited to:

  • correcting Registrar's or Registry Operator's mistakes in registering the name, or
  • the resolution of disputes concerning the domain name or
  • executing judicial decision, or
  • preclusion of illegal activity or another activity causing damage to third parties, such as: activity related to distributing and advertising obscene material, appeals for violence, extremist activities, appeals for overthrowing of government and others, and also the activity harmful to public interest, humanitarian and moral principles, insulting human dignity or religious feelings, etc. The Registrar and/or the Contractor are entitled to independently estimate Registrant's activity for infringement of the legislation, including the cases when the definition of such activities is not fixed by statutory acts.

If any legal claims are initiated against ICANN, Registry, Registry Operator, gTLD Sponsor, ccTLD Sponsor, Subcontractor, Contractor, and their subsidiaries, affiliates, owners, directors, officials, employees and agents due to registration and (or) use of the domain name by the Customer, the Customer shall, upon their request, participate in such a proceeding in favor of ICANN, Registry, Registry Operator, gTLD Sponsor, ccTLD Sponsor, Subcontractor, Contractor, and their subsidiaries, affiliates, owners, directors, officials, employees and agents, and indemnify to the below persons for the losses incurred by them due to such a legal claim.

2.15. The Customer and the Contractor acknowledge the legal effect of notifications and messages sent by the Contractor to the Customer's e-mail addresses specified by the Customer in the Agreement and other documents, as well as notifications published on the Contractor's web server at https://www.nic.ru ("Contractor's web server"). Such notifications and messages are equal to messages and notifications in writing, sent by the Contractor to Customer's mail addresses. The Customer and the Contractor, in case of any disagreements regarding sending and receiving messages, the time of sending, contents of the messages, agreed to consider evidences of the Contractor's archive service binding and definitive for settlement of disputes between indicated parties.

2.16. Changes to this Schedule related to introduction of new and/or additional services shall be effective after publishing on the Contractor's web server.

3. Terms and Conditions for Domain Name Registration

3.1. The Customer shall submit to the Contractor the Order with the list of domain names to register and Customer's details. The Customer agrees that if name registration for the Customer's name is impossible following the registration policy of the corresponding domain zone, established by the Registry Operator, ccTLD Sponsor or gTLD Sponsor, name(s) will be registered for the name of the Administrative Contact (Subcontractor's contact data).

3.2. An Order is considered ready for processing and will be processed if the Customer has on its Contract Account the funds sufficient to cover all services listed in Order. Any Order that cannot be processed within 3 (three) months will be deleted.

3.3. An order starts processing since the funds sufficient to cover all services listed in Order are allocated on the Customer's personal account.

3.4. The Contractor does not guarantee successful processing of the Order for name registration in the following cases:

  • if the request for name registration in the Registry was not the only one among those submitted by other persons (including other Registrars);
  • domain name is already stored in the Registry;
  • the domain name has been reserved by the Registry (a list of reserved domain names, including premium-domains, is published on ICANN or corresponding Registry website);
  • if name registration is impossible pursuant to the registration policy of the corresponding domain zone, established by the Registry Operator, ccTLD Sponsor or gTLD Sponsor;
  • If the domain name does not meet Registry's eligibility criteria;
  • If names registration in the domain zone selected by the Customer is ceased or suspended.

3.5. The Customer undertakes to submit to the Contractor authentic and up-to-date information in a scope and manner established by this Schedule and duly inform the Contractor of changing any data provided by it to ensure no delays will occur in timely renewal of names registration in worldwide domains. Should any contact addresses be changed on the Customer's initiative the contact addresses will be deemed those email addresses communicated to the Contractor with the use of Customer's login and password.

4. Domain Name Renewal

4.1. The Contractor automatically generates Orders for domain name renewal for minimum term using time frames listed in Addendum 2 hereto. The Contractor will notify the Customer about the necessity to renew domain name registration via the standard communication channel on the day of automatic order generation.

4.2. The Contractor will renew a domain name, provided there is an Order for the renewal and sufficient money in the Customer's Contract Account to cover the renewal service, and the Customer has not canceled the renewal. Renewal is made pursuant to the provisions of this Schedule and registration policy of the corresponding domain zone established by the Registry Operator, ccTLD Sponsor or gTLD Sponsor.

4.3. The Customer may cancel a domain name renewal before the end of the period listed for a specific domain zone in Addendum 2 hereto. Renewal may be cancelled on the Contractor's web server in the section "Manage your account" (link "Renew services").

4.4. If a domain name renewal is uncanceled, it means that the Customer agrees with the provision of the renewal service and Customer's Contract Account being debited for the renewal. The Contract Account will be debited in accordance with Addendum 4 to the Service Agreement.

4.5. If renewal of name registration was not made within the period established by this Schedule, the domain name may be canceled. In this case the Contractor is entitled to register a domain for its own name or for the person in a manner established by the Contractor on the Contractor's web server.

4.6. A domain name, for which the Contractor has initiated a cancellation process in the Registry, can be redeemed with a possibility of the domain renewal on the basis of the request of the Customer or the Contractor's Partner authorized by the Customer, provided that the domain name redemption service is provided by the Registry, and the Contractor receives the request within the timeframe established by the Registry for the domain name redemption.

4.7. If a domain name renewal is not paid by the Customer or the Partner authorized by the Customer before the expiry of the registration period specified in the Contractor's database, the Contractor will suspend the domain delegation with the DNS specified by the Contractor or authorized Contractor's Partner.

4.8. Delegation suspension procedure is established by the Contractor and available on its web server. Since the moment the domain delegation with the DNS specified by the Registrant or by Registrar Partner authorized by the Registrant is suspended, all the http-queries to the Customer's domain can be forwarded to the Contractor's 's page to inform about the service suspension.

4.9. Other matters related to service renewal are regulated by Addendum 4 to the Service Agreement.

5. Service Payment

5.1. Service fees are defined in Addendum 1 hereto.

5.2. The Contractor may, at its sole discretion, change service fees and the payment procedure.

5.3. The Contractor keeps track of the Customer's payments and the services provided to the Customer, based on the current rates for services, using the Customer's Contract Account. Any payment made by the Customer shall be deemed credited to their Contract Account after the money has been transferred to the Contractor's bank account, provided that the Contractor has received from the bank a document identifying the payment.

5.4. The Customer can access the information of their Contract Account on the Contractor's website in the "Manage your account" section ("Contract", "Account balance" link).

5.5. The funds for renewing a service of domain registration are allocated automatically by the Contractor on the Personal account of the Customer's Agreement. The funds are allocated by the Contractor on the Personal account of the Customer's Agreement using time frames listed in Addendum 2 hereto.

6. Registration Information

6.1. Required information. For domain names registration in worldwide domains — the Customer shall provide the below information in Russian and English:

  • name of the legal entity according to its registration documents — if the Customer is a legal entity;
  • name and surname according to an ID — if the Customer is an individual;
  • postal address, telephone number, e-mail address of the Customer;
  • name of the legal entity according to its registration documents and/or name and surname according to an ID, postal address, telephone number, fax number and e-mail address of the administrative, technical and billing contacts for the domain name;
  • IP address and name of DNS servers;

other information requested by the Contractor upon a request from the corresponding Registry Operator, ccTLD Sponsor, gTLD Sponsor and/or Subcontractor, including the information as to what purpose domain name is registered.

6.2. Optional information.

In addition to the required information specified in clause 6.1 hereof, the Contractor may request and store the following information required for domain name registration:

6.3. All information provided by the Registrant to the Registrar shall be authentic and up-to-date. The Registrant shall maintain the information up to date and, if necessary, update it independently or through the Registrar's Partner authorized by the Registrant. If the Registrant provides false information or fails to timely update the provided registration information, the registration of the domain name may be canceled.

6.4. At any time during the registration period of a domain name, the Contractor may request from the Customer additional information and/or substantiation of previously provided information. Requests are sent via the Customer's standard communication channels and/or to the Contractor's Partner authorized by the Customer.

6.5. The Customer agrees that, in the event the additional information is not provided and/or the previously provided information is not substantiated within ten (10) calendar days from the day the Contractor sends the first request via the Customer's standard communication channels and/or to the Contractor's Partner authorized by the Customer, the Contractor is entitled to:

  • refuse Customer and/or the Contractor's Partner authorized by the Customer in accepting order for new domain name registration;
  • suspend Customer's domain delegation;
  • refuse Customer and/or the Contractor's Partner authorized by the Customer in accepting order for new domain name renewal;
  • reject Customer's request for domain names transfer to another person or request for domain names transfer to another Registrar.

All mentioned above restrictions can be removed within 5 (five) calendar days since the Customer provided all necessary information. In case of necessary information is not provided within 5 (five) calendar days after delegation suspension the Contractor is entitled to cancel Customer's domain name registration.

7. Name information update in worldwide domains

7.1. Domain name information can only be modified after the Order for registration of the domain name has been successfully completed.

7.2. Name information update in worldwide domains is a billable service (Cost for "Name information update in worldwide domains" service is defined in Addendum 1 hereto) is performed by the Contractor only after obtaining Order for information update from the Customer.

7.3. Modification of the Customer's identification details in the agreement.

7.3.1. The Customer's identification details include: organization name, legal address, taxpayer identification number, name and surname, passport details, and date of birth. The Customer can modify identification details by sending an official letter to the Contractor. The form of letter is given on the Contractor's web-server.

7.3.2. The Customer's identification details in the agreement will be changed within two (2) working days from the moment the Contractor receives the Customer's letter.

7.3.3. Any updates of Customer's identification data cause no domain automatic data change in the agreement.

8. Registrar Change Procedure

8.1. Transfer of domain name maintenance to the Contractor's Subcontractor from another Registrar

8.1.1. Registrar change procedure is performed on the basis of notification submitted by the Customer to the Contractor and is a billable service (the service fee is defined in Addendum 1 hereto).

8.1.2. Registrar change procedure is performed in a manner and pursuant to the corresponding domain zone established by the Registry, Registry Operator, ccTLD Sponsor, gTLD Sponsor and/or Subcontractor.

8.1.3. Registrar change shall take place, if there is sufficient money on the Customer's Contract Account to pay for the service.

8.1.4. Upon receipt by the Contractor of the Registrar change notification from the Customer in a manner established by the Registry Operator of the corresponding domain zone, ccTLD Sponsor, gTLD Sponsor and/or Subcontractor, the Contractor undertakes to maintain the domain name, provided "Registrar change" service will be paid within 15 (fifteen) working days. As requested by the Registry and/or Registry Operator and/or ccTLD Sponsor and/or gTLD Sponsor and/or Subcontractor, as well as at the Contractor's discretion, the specified term may be extended to 30 (thirty) working days.

8.1.5. Registrar change may be deemed void, as reasonably considered by the Contractor.

8.1.6. As a result of domain successful transfer, Registrar record will be changed in the Registry and name registration period may be extended. The extension of name registration period upon Registrar successful transfer is subject to the policy issued by the Registry and/or Registry Operator and/or ccTLD Sponsor and/or gTLD Sponsor and/or Subcontractor.

8.1.7. The Registrar may refuse a Registrar change request in the following cases:

8.1.7.1. a domain name is in the first 60 (sixty) days of an initial registration period;

8.1.7.2. a domain name is within 60 (sixty) days after being transferred;

8.1.7.3. The Customer has not confirmed its consent for Registrar change.

8.1.7.4. Registrar change does not comply with the Uniform Domain Name Dispute Resolution Policy or Dispute Resolution Policy Rules;

8.1.7.5. there is doubt about the Registrant's identity;

8.1.7.6. due to a court's decision;

8.1.7.7. due to an objection from the sponsoring Registrar of the domain name

8.2.Transfer of a domain name from the Subcontractor (under the Contractor's control) to another Registrar

8.2.1. Registrar change procedure is performed in a manner and pursuant to the registration policy of the corresponding domain zone, established by the Registry Operator, ccTLD Sponsor or gTLD Sponsor or Subcontractor.

8.2.2. Upon receipt from the Registry and/or Registry Operator and/or ccTLD Sponsor and/or gTLD Sponsor and/or Subcontractor of the notification about launch of Registrar change procedure the Contractor shall submit by email a request to the Customer to the contact addresses specified in the Contractor's database. The Customer shall respond to the Contractor's request for name transfer not later than the period specified in the Contractor's request.

8.2.3. In case of Customer's refusal the Contractor shall submit to the Registry and/or Registry Operator and/or ccTLD Sponsor or gTLD Sponsor or Subcontractor the refusal to transfer name to another Registrar.

8.2.4. In case of Customer's agreement the Contractor shall submit to the Registry and/or Registry Operator and/or ccTLD Sponsor or gTLD Sponsor or Subcontractor the agreement to transfer name to another Registrar.

8.2.5. If no response has been received within a period specified in the request, the Contractor shall submit the response to the notification of the Registry and/or Registry Operator and/or ccTLD Sponsor or gTLD Sponsor or Subcontractor, and upon expiry of this period — will refuse name transfer to another Registrar.

9. Transfer from the Contractor to the Contractor's Partner. Transfer from Partner to the Contractor

9.1. The Customer may receive the Contractor's services from the Contractor's Partner.

9.2. The duties to assist in registration and renewal of the Customer's domain names from the Contractor to the Contractor's Partner can be transferred by submitting an official letter or by submitting request through the Contractor's web server in "Manage your account" panel ("Transfer to partner" link).

9.3. When the Contractor receives an official letter, it will, within two (2) working days, take the necessary steps to transfer the duties mentioned in clause 9.2 hereof.

When the Contractor receives the request submitted via the Contractor's web interface, it will, within one (1) hour from the moment of receipt, take the necessary steps to transfer the duties mentioned in clause 9.2 hereof.

The Contractor notifies the Customer and the Partner about changes via the standard communication channels.

9.4. From the moment the duties mentioned in clause 9.2 hereof are transferred from the Contractor to another person, the contractual relationship between the Contractor and the Customer is temporarily ceased. The relationship may be resumed at the Customer's special request, which must be in a form determined by the Contractor.

10. Dispute Resolution Rules

10.1. By placing an order for names registration in worldwide domains directly or through the Contractor's Partner, the Customer agrees that disputes between the Customer and any third parties with regard to the registration and use of the domain name will be dealt with by rules approved by ICANN or another authorized party including ccTLD and gTLD Sponsors and adopted by other Registrars. These rules are called the Uniform Domain Name Dispute Resolution Policy for gTLDs and ccTLDs domains and constitute a pretrial procedure.

10.2. The text of the Uniform Domain Name Dispute Resolution Policy is available at the Contractor's website;

10.3. If ICANN makes changes to the Uniform Domain Name Dispute Resolution Policy or ccTLD Sponsor makes changes to Dispute Resolution Policy Rules (if any), the changes will be binding on the Customer and the Subcontractor from introducing such changes.
