1. Definitions

The Contractor or RU-CENTER - Joint Stock Company "RU-CENTER".

Customer - an individual or legal entity that orders the service of domain name registration or renewal, change of Registrar, or Change of Registrant, and, to that end, enters into a Service Agreement with the Contractor.

Order - a request from the Customer to the Contractor, in a form determined by the Contractor, that contains all the data required for domain name registration or renewal, change of Registrar, or Change of Registrant.

Customer's Contract Account - the set of data on the Customer's payments to the Contractor as well as the services the Contractor has provided to the Customer. Any payment made by the Customer is credited to their Contract Account after the money has been credited to the Contractor's bank account, on condition that the Contractor has received a document identifying the payment.

Electronic payment system (e-payment system) is a system represented by software and hardware infrastructure, to settle financial transactions between the Customer and the Contractor via Internet.

Terminology not defined in this Schedule is defined in the gTLD and foreign ссTLD Registration Agreement.

2. General Terms and Conditions

2.1. This Schedule sets out the conditions for providing the services of registration, renewal, change of Registrar, and change of Registrant of domain names in the gTLDs and foreign ссTLDs.

2.2. The Contractor is a Registrar accredited by ICANN and other authorized entities, including ccTLD Registrant to provide second-level domain names registration services in the gTLDs and foreign ссTLDs. The Contractor performs registration of domain names

- in the .NET and .COM domains under an agreement between Registrar and VeriSign Inc, which is the Operator of the .NET and .COM registries,
- in the .ORG domain under an agreement between Registrar and Public Interest Registry, which is the Operator of the .ORG registry,
- in the .BIZ domain under an agreement between Registrar and Neulevel, Inc, which is the Operator of the .BIZ registry,
- in the .INFO domain under an agreement between Registrar and Afilias Limited, which is the Operator of the .INFO registry,
- in .CC, .TV domains under an agreement between Registrar and VeriSign Inc., which is the Operator of the .CC and .TV registries,
- in .ME domain under an agreement between Registrar and doMEn, d.o.o. which is .ME ccTLD Administrator,
- in .MOBI domain under an agreement between the Contractor and mTLD Top Level Domain Limited is .MOBI TLD Administrator,
- in .TEL domain under an agreement between Registrar and Telnic Limited, which is .TEL TLD Administrator.
- in .NAME domain under an agreement between Registrar and VeriSign Inc., which is .NAME TLD Administrator.
- in .TRAVEL domain under the Agreement between RU-CENTER and Tralliance Co., which is .TRAVEL TLD Administrator.
- in .AERO domain under the Agreement between RU-CENTER and SITA Co., which is .AERO TLD Administrator.
- in .HN, .AG, .BZ, .LC, .MN, .SC, .VC domains under the Agreement between RU-CENTER and Afilias Limited, which is .HN, .AG, .BZ, .LC, .MN, .SC and .VC TLD Administrator.
- in .PRO TLD under the Agreement between RU-CENTER and Registry Services Corporation dba RegistryPro, which is .PRO TLD Sponsor.
- in .ХХХ TLD based on the Agreement entered into by and between RU-CENTER and ICM Registry LLC - .XXX TLD Sponosor.
- in .SХ TLD based on the Agreement entered into by and between RU-CENTER and SX Registry SA - .SX TLD Registry Operator.
- in .PW TLD based on the Agreement entered into by and between RU-CENTER and CentralNic, Ltd - .PW TLD Registry Operator.
- in .EU TLD based on the agreement entered into by and between RU-CENTER and European Registry for Internet Domains vzw / asbl, which is the .EU TLD Sponsor.

2.3. All information provided by the Customer at the registration on the Contractor's database and conclusion of the Service Agreement must be true and up-to-date. If the Customer provides false information, or if information is not up-to-date , the registration of the domain name may be cancelled.

2.4. The Customer agrees that the information the Customer provides by filling in forms and other documents, including those in an electronic form, in sections of these documents marked as "open", will be placed by the Contractor on search engines and will be open to the public. A list of the information that will be made public and information that may be made public with the Customer's consent can be found on the Contractor's web site.

2.5.  A service order will be deemed as the Customer's full and unconditional consent with the terms of this Schedule as well as with the document "gTLD and foreign ccTLD Registration Agreement" available on the Contractor's web-server at https://www.nic.ru/dns/contract and the procedure of their modification. An Order for a service indicates also that the Customer agrees to pay for the service at the price effective at the date the processing of the Order begins.

2.6. A service is provided to the Customer based on the Contract, so long as there is an Order for the service and all the relevant requirements of this Schedule are met.

2.7. The service of registration of a domain name is considered provided after the information about the domain name has been entered into the Registry. The Customer will be the Registrant of the domain name.

The following persons may become EU domain name Registrants:

  • Individuals — European Union residents (EU);
  • Public organizations established in EU;
  • Companies registered in EU having representation or major part of their business there.

2.8. The service of renewal of a domain name is considered provided after the information about the renewal has been entered into the Contractor's database and the Registry. The registration will be renewed for the period specified by the Customer, which must be a multiple of one calendar year, starting on the date the registration was previously set to end, the total period of registration may not exceed ten (10) years.

2.9. The service of change of Registrar (transfer of the domain name sponsorship to the Contractor) is considered provided after the information about the domain name's Registrar in the Registry is changed to "JSC Regional Network Information Center dba RU-CENTER".

2.10. The service of change of Registrant is considered provided after the information in the "name" or "organization" field of the Registrant object and the Registrant field in the domain name information are modified simultaneously in the Contractor's database.

2.11. Upon gTLD domain name registration, the Registrant shall validate the email address specified in Whois-contact (Registrant type – field “Email”) for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.

2.11.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 2.11. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.

Delegation suspension procedure is established by the Contractor and available on its web server. Since the moment the delegation of a domain with the DNS specified by the Registrant or authorized Partner (by RU-CENTER for .TEL domains) is suspended, all the HTTP queries to the domain can be forwarded to the Contractor's page to inform about the service suspension. The Contractor may publish on the service page other Contractor's or third-party materials in any way not contrary to the laws in effect in the Russian Federation and the Agreement.

2.11.2. Delegation of the domain name specified in para 2.11.1. hereof will be restored after email validation by the Registrant in the manner specified in para 2.11. hereof.

2.11.3. If the email address specified in para 2.11. hereof has been validated in the manner specified in para 2.11. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.

3. Processing Orders for Domain Name Registration, Change of Registrar, and Change of Registrant

3.1. The Customer will place Orders for services using the Contractor's web interface. Order forms are provided on the Contractor's web site www.nic.ru.

The exception is order generation for .TV premium domain registration, to be made via official letter from the Registrant to the Contractor, provided the Customer has on its account available funds to pay for .TV premium domain registration. The form of letter is given on the Contractor's web-server.

3.2. The Customer can cancel an Order on the Contractor's web site in the "Manage your account" section ("Orders: Processing queue, order removal" link) before the processing of the Order begins.

The exception is order generation for .TV premium domain registration, to be made via official letter from the Registrant to the Contractor, provided the Customer has on its account available funds to pay for .TV premium domain registration. The form of letter is given on the Contractor's web-server.

4. Domain Name Renewal

4.1. The Contractor automatically generates Orders for domain name renewal for one (1) calendar year. The Contractor will notify the Customer of the need to renew domain name registration via the standard communication channel two (2) months before the registration expires, so long as the Customer has not cancelled the renewal.

4.2. The Customer can at any time place an Order for renewal of a domain name for any period that is a multiple of one (1) calendar year; the total period of registration may not exceed ten (10) years. Orders for this service are placed via the Contractor's web site in the "Manage your account" section ("Renew services" link).

4.4. The Customer may cancel a domain name renewal before the renewal service is provided. Renewals are cancelled on the Contractor's web site in the "Manage your account" section ("Renew services" link). Any renewal cancellation can later be reversed within thirty (30) calendar days (within 1 (one) calendar day for .HN domain names) from the date its registration expires before the registration of the domain name is removed from the Contractor's database and cancellation process is initiated in the Registry or before the domain name is transferred to the Contractor or another party as to the domain name Registrant according to par. 4.6 of this Schedule.

The exception is .EU domain, for which no consent for renewal may be retrieved upon expiration of domain registration term.

4.6 If the domain name has not been renewed by the Customer in the time frame defined by this Schedule, the Customer agrees that he can lose the rights for the domain and the Contractor has the right to initiate the cancellation process for such domain in the Registry or to transfer the rights for the domain to the Contractor or another party according to the rules defined by the Contractor.

4.7. A domain name, for which the Contractor has initiated the cancellation process in the Registry, can be redeemed (exept for i. 4.7.4.) upon the Customer request providing that the below conditions are met:

4.7.1. A domain name redeeming with concurrent 1 year renewal is made upon the formal letter from the Customer to the Contractor, providing that the Contractor receives the letter within twenty five (25) calendar days after the cancellation process for the domain name was initiated in the Registry and there's sufficient money in the Customer's Contract Account to pay for the service of a domain name redeeming and the service of a domain name renewal for one (1) year. The letter form is provided on the Contractor's web site.

4.7.2. Upon the receipt of formal letter from the Customer and providing that there's sufficient money in the Customer's Contract Account to pay for the service of a domain name redeeming and the service of a domain name renewal for one (1) year, the Contractor takes the necessary steps for the domain name redeeming and renewal within two (2) business days and notifies the Customer.

4.7.3. The Contractor will work for domain redeeming providing that the Customer adhere to the rules described above. If the domain can not be redeemed the sum paid by the Customer for domain name redeeming service will be returned to the Customer account.

4.7.4. A domain name in HN, NAME, for which the Contractor has initiated the cancellation process in the Registry, cannot be redeemed.

5. Change of Domain Name Information

Domain name information - information about a domain name that is entered into the Registry at the domain name registration (details of the Registrant, administrative, technical and billing contacts, and the DNS servers).

5.1. Domain name information can only be modified after the Order for registration of the domain name has been successfully completed.

5.2. Details of contacts and DNS servers can be modified via the "Manage your account" section of the Contractor's web site. Modification procedure:

- log into the section "Manage your account";
- select "Review and update data" in the "Services" menu;
- find the service;
- choose the necessary link on the column "Modify parameters";
- make necessary changes;
- save the changes.

Limitations.
DNS list changing for .TEL domains is prohibited by TEL TLD Administrator because of technical TEL specific.

5.3. Details of the Registrant of a domain name can be modified by making appropriate changes in the Contractor's database:

contact details - in the Registrant object,
identification details - in the Customer's Contract with the Contractor.

5.3.1. Modification of the Registrant's contact details in the Registrant object

The Registrant's contact details include: telephone number, fax number, e-mail addresses, and postal address. Changes can be made via the "Manage your account" section of the Contractor's web site.

Modification procedure:

- log into the section "Manage your account";
- find the Registrant object in the "Whois Contacts" menu;
- click on "Modify" in the column "Information about object";
- make necessary changes;
- save the changes.

5.4. Upon email address modification in Registrant’s contact information (Registrant type - field "Email"), the Registrant shall validate the email address specified in Whois-contact (Registrant type – field “Email”) for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.

5.4.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 5.4. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.

Delegation suspension procedure is established by the Contractor and available on its web server. Since the moment the delegation of a domain with the DNS specified by the Registrant or authorized Partner (by RU-CENTER for .TEL domains) is suspended, all the HTTP queries to the domain can be forwarded to the Contractor's page to inform about the service suspension. The Contractor may publish on the service page other Contractor's or third-party materials in any way not contrary to the laws in effect in the Russian Federation and the Agreement.

5.4.2. Delegation of the domain name specified in para 5.4.1. hereof will be restored after email validation by the Registrant in the manner specified in para 5.4. hereof.

5.4.3. If the email address specified in para 5.4. hereof has been validated in the manner specified in para 5.4. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.

6. Procedure for Change of Domain Name Registrant

6.1. On the basis of notification (letter) from the Registrant of a domain name to the Contractor, the rights to the domain name can be transferred to another legal entity or individual, as long as the notification (letter) meets rules and requirements published at the Contractor web-site and there is an Order for the service of change of Registrant and sufficient money in the Customer's Contract Account to pay for the service. The notification (letter) form is provided on the Contractor's web site.

6.2. When the Contractor receives a notification (letter) from the Registrant of a domain name requesting transfer of the domain name to another person, as well as a confirmation in the form set by the Contractor from that person confirming their intention to become the domain name Registrant, the Contractor will, within two (2) working days, take the necessary steps for the domain name transfer and notify the previous and new Registrants of this, as long as the service has been paid. At the Contractor's discretion this term could be extended till 30 calendar days.

6.3. The Contractor has the right to nullify the domain name owner change providing that the Contractor has sufficient cause for it.

6.4. Domain name expiration date is not changed as a result of Change of Domain Name Registrant.

6.5. Change of Domain Name Registrant cannot be performed if the domain name renewal is not paid within 30 (thirty) calendar days after the domain name expiration date.

The exception is .EU TLD, for which the Contractor may not transfer domain name to another person, if domain registration renewal was not paid by the Customer before the expiry date of domain registration.

6.6. Upon gTLD domain name transfer to another legal entity or individual (to the new Registrant), the new Registrant shall validate the email address specified in Whois-contact (Registrant type – field "Email") for the domain name by following the link sent by the Contractor to this address. New Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.

6.6.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 6.6. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.

Delegation suspension procedure is established by the Contractor and available on its web server. Since the moment the delegation of a domain with the DNS specified by the Registrant or authorized Partner (by RU-CENTER for .TEL domains) is suspended, all the HTTP queries to the domain can be forwarded to the Contractor's page to inform about the service suspension. The Contractor may publish on the service page other Contractor's or third-party materials in any way not contrary to the laws in effect in the Russian Federation and the Agreement.

6.6.2. Delegation of the domain name specified in para 6.6.1. hereof will be restored after email validation by the Registrant in the manner specified in para 6.6 hereof.

6.6.3. If the email address specified in para 6.6 hereof has been validated in the manner specified in para 6.6. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.

7. Procedure for Change of Registrar

7.1. The conditions for transfer of domain name from or to another Registrar are set out in Section 8 of the gTLD and foreign ссTLD Registration Agreement.

7.2. Transfer of domain name sponsorship to the Contractor from another Registrar

7.2.1. Transfer of domain name sponsorship to the Contractor is performed on the basis of an Order for the service of change of Registrar, so long as there is sufficient money in the Customer's Contract Account to pay for the service. Forms for placing Orders are provided on the Contractor's webserver.

Change of the domain name's Registrant performed simultaneously with the domain name transfer is done by sending a formal letter from the Registrant to the Contractor. The letter form is provided on the Contractor's web site.

7.2.2. The Contractor does not guarantee the success of any change of Registrar. If the service of change of Registrar is not provided for any reason, the funds reserved in the Customer's Contract Account to pay for the service will be unfrozen.

7.2.3. After processing of the Order begins, the Contractor will request confirmation of the domain name transfer from the Registrant indicated in the current Registrar's whois data. The request will be sent to the Registrant's contact e-mail addresses specified in the domain name's whois data.

If the Contractor receives the Registrant's agreement to the domain name transfer, the Contractor will initiate the change of the Registrar in the Registry.

In the event of the Registrant's refusal to the domain name transfer or absence of response within five (5) calendar days, the Order will be cancelled. The Contractor will give the Customer notice of cancellation (due to the inability to fulfill the Order) within two (2) working days from the cancellation date.

7.2.4. When the Registry receives the Contractor's request for change of Registrar, the Registry will send a request to the current Registrar of the domain name. Based on the current Registrar's response, the Registry will make its decision and inform the Contractor about it. The process of change of Registrar in the Registry may last for up to seven (7) calendar days. For EU domains Registrar change procedure may last up to fourteen (14) calendar days.

If the Registry makes a positive decision, the Contractor will, as a result of the change of Registrar, become the domain name's Registrar, the registration period will be extended by 1 calendar year from the date the registration was previously set to end; the total registration period may not exceed ten (10) years. When the domain name's registration expires, the Contractor will undertake its renewal in the Registry in accordance with par. 4 of this Schedule.

In the event of the Registry's refusal to change the Registrar, the Contractor will notify the Customer of the Registry's decision within two (2) working days from the moment the processing of the Order ends.

7.2.5. Upon gTLD domain name transfer to the Contractor, the Registrant shall validate the email address specified in Whois-contact (Registrant type – field "Email") for the domain name by following the link sent by the Contractor to this address. The Registrant at its own discretion may initiate the dispatch of a message containing a confirmation link in "Manage your account" panel on the Contractor's web site.

7.2.5.1. If the Registrant fails to validate an email address (fails to perform the actions set forth in para 7.2.5. hereof) within fifteen (15) calendar days, delegation of the domain name, after registration of which validation is required, will be suspended.

Delegation suspension procedure is established by the Contractor and available on its web server. Since the moment the delegation of a domain with the DNS specified by the Registrant or authorized Partner (by RU-CENTER for .TEL domains) is suspended, all the HTTP queries to the domain can be forwarded to the Contractor's page to inform about the service suspension. The Contractor may publish on the service page other Contractor's or third-party materials in any way not contrary to the laws in effect in the Russian Federation and the Agreement.

7.2.5.2. Delegation of the domain name specified in para 7.2.5.1. hereof will be restored after email validation by the Registrant in the manner specified in para 7.2.5. hereof.

7.2.5.3. If the email address specified in para 7.2.5. hereof has been validated in the manner specified in para 7.2.5. hereof, as well as during the registration, domain name transfer to another registrar or other actions which require such validation in accordance with the requirements of the Registrar or Registry Operator, re-validation of email is not required.

7.3. Transfer of domain name sponsorship from the Contractor to another Registrar

When the Contractor is notified by the Registry of the initiation of change of Registrar, the Contractor will send a request to the Registrant's contact e-mail address specified in the Contractor's database. The Registrant must respond to the Contractor's request for the domain name transfer within four (4) calendar days from the moment of the initiation of change of Registrar in the Registry.

In the event of the Registrant's refusal, the Contractor will give the Registry notice of refusal to transfer the domain name to the other Registrar.

Upon the Registrar's agreement, the Contractor will give the Registry notice of agreement to transfer the domain name to the other Registrar.

In the absence of the Registrant's response within the period set by the Contractor (four (4) calendar days), the Contractor will not respond to the Registry's request and, after five (5) calendar days from the day the Registry's request is sent to the Contractor, the Registry will transfer the domain name sponsorship to the other Registrar.
