1. Definitions

Domain is an area of the Internet hierarchical name space, which is denoted by a unique domain name, served by a set of Domain Name Servers (DNS), and administered autonomously by a Registrant. Each registered domain name is assigned to a single Registrant.

Registry is the central database of the .РФ and .RU domain, which contains information on the registered domain names and their Registrants, and other information required for the domain registration.

Registrar is a legal entity that provides domain name registration services and ensures delivery of the necessary information about domain names and their Registrants to the Registry (maintains domain name records, hereinafter referred to as "domain maintenance").

The Contractor - Joint Stock Company "RU-CENTER".

Customer - an individual or a legal entity that applied to the Contractor for a domain name registration service.

Domain name registration means entry of the information about a domain name and its Registrant on the Registry by a Registrar following an Applicant's Application, and other data set by the Terms and Conditions. A domain name is considered registered from the moment the information is entered on the Registry. The registration term, during which the information on a domain name is stored on the Registry, is one year. The registration of a domain can be repeatedly renewed for another year.

Registrant (domain name owner) is the person in whose name the domain is registered. The Registrant defines the rules and order of using the domain name, is responsible for selecting the domain name and for possible violations of the rights of any third party in connection with the selection and use of the domain name, and is liable for the costs of such violations.

Administration of a domain means definition, by the Registrant, of the rules and order of using the domain name, management and technical support of the domain operation.

Cancellation of registration is removal of the information on a domain name and its Registrant from the Registry.

Domain delegation is placement and storage of the information about a domain name and its domain name servers (DNS servers) on the root DNS servers of .RU or .РФ domains, which enables the operation of the domain on the Internet. The delegation of a domain is only possible during the registration term of the domain.

Application (Order) is a request of an Applicant to the Contractor which is made on a form given by the Contractor and contains all the information required for a domain name registration (renewal). Registrar change (including requests for transfer codes), and Registrant change or modifies information previously provided.

Personal account of a Customer's Agreement is a record of the Customer's payments to the Contractor as a Registrar, as well as the Customer's expenses for services provided by the Contractor. Any payment made by a Customer is added to the Personal account of their Agreement after the money has been credited to the Contractor's bank account and the Contractor has received from the bank a document identifying the payment. When a service or service renewal is provided to the Customer, the money shall be withdrawn from the personal account of the Customer's Agreement pursuant to Addendum 4 to the Service Agreement.

Funds Allocation (on Customer's personal account) - reservation of a sum of money on the Customer's personal account for its further withdrawal for service delivery or renewal. The funds allocated for service delivery or renewal may not be used for other services payment.

Electronic payment system (e-payment system) is a system represented by software and hardware infrastructure, to settle financial transactions between the Customer and the Contractor via Internet.

Stoplist - is a list of domain names prohibited for registration.

Terms and Conditions - are the Terms and Conditions for Domains Registration in .RU and .РФ TLDs and the addenda thereto, approved by the Coordination Center for TLD .RU and published on its official web site at http://www.cctld.ru/en/docs/. Terms and Conditions prevail over the provisions of this Schedule.

Transfer Code - AuthInfo code that is required for domain name transfer to another Registrar.

2. General Provisions

2.1. The Contractor provides domain name registration services of under the Accreditation Agreement No. 9 dated April 21, 2014, between the Contractor and Autonomous Nonprofit Organization Russian "Coordination Center for TLD RU" (CC for TLD RU). The Contractor may engage third parties for service provision, bearing sole responsibility for their actions.

2.2. A service Order means that the Customer agrees with the provisions of this Schedule and the provisions of the Terms and Conditions, addenda thereto, and their amendment procedure.

2.3. A service Order means that the Customer agrees to pay for the service at the price effective at the date the processing of the Order begins.

2.4.The Customer agrees that any information the Customer provides by filling in applications and other documents, including those in an electronic form, under sections of those documents marked as "public", will be placed by the Contractor in the search engines and will be available to the general public. A list of information that will be made public and information that may be made public with the Customer's consent is available on the Contractor's web server at https://www.nic.ru ("the Contractor's web server").

2.5. A service of domain name registration is deemed provided from the moment the information on the domain and its Registrant is entered on the Registry.

2.6. A service of renewing the registration of a domain in the .RU domain is deemed provided from the moment the information on the renewal is entered on the Registry. The domain registration is prolonged on 1 (one) year from earlier installed date of completions a term of registrations.

2.7. The Registrar Change service (transfer of domain records maintenance to the Contractor) shall be deemed provided after RU-CENTER-RU (for .RU domain names) or RUCENTER-RF (for .РФ domain names) is specified in the Registry as the domain name Registrar.


3. Registration and Delegation Terms

3.1. Registration Terms

3.1.1. The Contractor registers a domain name upon receipt from the Customer an Order which is ready to be processed in accordance with Addendum 4 to the Service Agreement.

3.1.2. A domain name cannot be registered or a domain name registration can be cancelled in any of the following cases:

3.1.2.1. The domain name has already been registered.

3.1.2.2. Domain is included into the Stoplist.

3.1.2.3. The domain name in .RU TLD does not meet any of the following requirements:

a) Domain name ends in .ru characters;
b) Domain name preceding part of a domain name must contain from 2 to 63 characters beginning with and ending in a character from the Latin alphabet or a digit; letters, digits and hyphens may be used in other positions in-between; it is not allowed to specify hyphens in the third and the fourth positions simultaneously;

3.1.2.4. Domain name in .РФ TLD does not meet any of the following requirements:

a) domain name ends in .рф characters;
b) Cyrillic domain name will begin and end with a Cyrillic letter or a number;
c) Intermediate may be Cyrillic characters, numbers or a hyphen; Cyrillic symbols allow UTF-8 characters from "а" (code 0430) to "я" (code 044F) and an auxiliary character "ё" (code 0451). The full list of UTF-8 symbols may be viewed on: http://www.unicode.org/charts/PDF/U0400.pdf;
d) minimum length of the Cyrillic domain name makes up 2 symbols; maximum length is defined by domain presentation, which is limited by 63 symbols;

3.1.2.5. Subject to the section 3.3.3 hereof.

3.1.2.6. The Customer fails to meet the Terms and Conditions.

3.1.3. The Cyrillic domain name must not contain words inconsistent with the public interest, principles of humanity and public morals (in particular, obscenities and appeals of violent nature that offend human dignity or religious feelings etc.).

3.2. Delegation Terms

3.2.1. A domain may only be delegated with the DNS servers list specified by the Customer on at least two domain name servers specified by the Customer that hold the configuration files of the domain.

The DNS servers specified by the Customer must have reliable connection to the Internet. A "reliable connection" implies that the total time for which the server is not connected to the Internet does not exceed two hours a day. These servers must be maintained in conformity with the requirements of the international standards RFC-1032, RFC-1033, RFC-1034, RFC-1035 and RFC-1591.

3.2.2. The information on domain name servers must correspond to the current state of the network.

3.2.3. Domain name delegation is possible, if communication with the Registrant has proven successful through the phone, supporting short message service (SMS).

3.2.4. In the case of any breach of the provisions in the sections 3.2.1, 3.2.2 and 3.2.3 of this Schedule, the Contractor may suspend the delegation of a domain at any time during the registration term. The delegation can only be resumed after the breach is corrected.

3.2.5. Domain name delegation using the list of DNS servers specified by the Customer will stop upon expiry of domain name registration.

3.2.6. Delegation of a domain may be suspended in virtue of the Terms and Conditions.

3.2.7. The Contractor is not responsible before the Registrant and third persons for the damage associated with domain suspension based on the Terms and Conditions.

3.2.8. If DNS servers for domain are not specified, http-request to the domain may be redirected to the Contractor's service page to notify about unavailability of the requested page. The Contractor may accommodate on the service page other Contractor's or third party materials in any way not contrary to the laws in effect in the Russian Federation and the Agreement. The Customer is entitled at any moment within the domain name registration period to specify another page for redirection or cancel redirection to the Contractor's service page in "Manage your account" panel.

3.3. Special provisions

3.3.1. All data provided by a Customer at the signing of the Agreement and registration on the Contractor's database must be true and up-to-date.

3.3.2. If the Contractor doubts that the data provided by the Customer for the registration of a domain is true and up-to-date, the Contractor may demand confirmation of the data and/or request additional information during the entire term of the registration. Such requests indicating a warning about consequences of failure to fulfill them within the specified timeline are sent via e-mail to the Customer's contact address specified in the Agreement and in the Registry.

3.3.3. If the previously provided information is not confirmed and/or additional information is not provided within the term specified by the Contractor in the respective request, the Contractor may:

a) reject Customer's application for new domain name registration;
b) suspend the delegation of the Registrant's domain names;
c) reject application for domain name renewal;
d) reject Registrant's application for domain name transfer to another person or Registrar;
e) reject Customer's application for cancelling domain name registration.

The said restrictions could be canceled within 3 (three) business days after receiving the required information.

3.3.4. To transfer a domain name to another person, cancel a domain name registration upon the Customer request, the Customer shall provide the Contractor with the documents listed on the Contractor's web-server in appropriate sections. All Customer identifying data specified in the provided documents must be identical to the data specified by the Customer during registration in the Contractor's database or changed by the Customer pursuant to the procedure set forth by the Agreement and this Schedule.

3.3.5. The Registrant shall apply to the Contractor for a transfer code in accordance with the procedure set forth by the Contractor in order to transfer a domain name to another Registrar.

An application for the transfer code shall not be accepted until the Registrant confirms that provided data is reliable and up-to-date in accordance with the Contractor's regulations published on its website.

3.3.6. Cancellation of domain name registration before registration term is expired.

3.3.6.1. The registration of a domain name is terminated before the expiry of the registration term in the following cases:

a) if domain name registration was conducted in violation of the Terms and Conditions valid at the moment of registration and associated with the Registrant's unconscientious acts.
In this case the Contractor shall notify the Registrant about cancellation 10 (ten) calendar days prior to such cancellation;
b) by reason of the Registrant's written request with the exception of cases described in 3.3.6.2 section of this Schedule;
c) pursuant to a legally effective judicial act

  • admitting the fact that the administration of the domain by its Registrant violates the rights of a complainant; and/or
  • prohibiting the use in the domain name of a designation belonging to or licensed to a complainant; and/or
  • prohibiting the Registrant from using the domain name in question.

In such cases, the person whose rights the court has found infringed is given priority in registration of the cancelled domain name. To use such priority the person shall send a written request to the Contractor's address no later than 30 (thirty) (forty five) calendar days after the judicial act becomes effective;

d) Subject to sections 3.1.2.3., 3.1.2.4., 3.1.3. hereof;
e) the agreement with the Contractor is terminated;
f) the Registrant prohibits further processing of its personal data conducted under the Terms and Conditions.

3.3.6.2. A domain name registration is not cancelled:

  • a) upon the Customer request if a domain name is within 30 (thirty) calendar days after being transferred from another individual or legal entity or after being transferred to the Contractor from another Registrar;
  • b) upon written request from the Registrant for cancelling domain registration, if registration term has expired;
  • c) if the Registrant failed to fulfill Contractor's request as per section 3.3.3 hereof.
  • d) in virtue of the Terms and Conditions.

3.3.6.3. Domain name registration may be cancelled in virtue of the Terms and Conditions.

4. Order Processing

4.1. The Contractor is entitled to examine Orders for the compliance with the conditions set forth in this Schedule. During the period of examination of an Order the Contractor may request the Customer to provide additional information required for the examination.

4.2. The Contractor's decision to register a domain name or to refuse the registration will be based on a reason provided for in this Schedule and the Terms and Conditions.

4.3. If there is any doubt, for a reason specified in this Schedule, whether the registration of a domain is possible, the Contractor may suspend the registration of the domain name for a period of 15 (fifteen) days. After that the Contractor must register the domain or issue a reasoned refusal of the registration.

4.4. If there is a reason for the refusal of registration the Contractor will inform the Customer about the impossibility of the domain name being registered and the reason for this refusal.

4.5. A decision about registration, refusal of registration, or registration suspension is sent to the Customer within 2 (two) business days from the moment the processing of the Order begins.

5. Registration Renewal

5.1. A domain name registration renewal ensures storage of the information concerning the domain name on the Registry for the period of one year.

5.2. The fact that a Customer has not cancelled a renewal of the registration of a domain confirms the Customer's consent to the provision of the service of renewal and to the debiting of the Agreement's Personal account for the renewal.

5.3. Renewal procedure

5.3.1. An Order for renewing the registration of a domain is placed by the Customer automatically 60 (sixty) calendar days prior to the end of the registration term. At the same time, the Contractor gives the Customer notice of the necessity to renew the registration at the contact e-mail addresses specified in the Customer's Agreement and the Registry.

5.3.2. The registration of a domain will be renewed by the Contractor in a manner specified in Addendum No. 4 to the Service Agreement.

5.4. A Customer may cancel a renewal of the registration of a domain at the Contractor's web server in the section "Manage your account" (link "Renew services") before the service of renewal is provided. After that the Customer will still be able to consent to the renewal at any time within thirty (30) calendar days after expiration.

5.5. The Contractor suspends the delegation of a domain with the list of DNS servers specified by the Customer if the registration of the domain name is not renewed by the Customer before the registration term ends. The start and end of delegation are set by the Contractor pursuant to the procedure published at it web server. From the moment of domain suspension with the DNS servers list specified by the Customer all HTTP requests to the Customer's domain may be redirected to the Contractor's service page to inform about service suspension or Customer's refusal from redirection. The Customer may refuse from redirection to the Contractor's service page of all http requests to the domain before the domain registration term expiry. A description of refusal procedure is available on the Contractor's web server.

5.6. If the domain name renewal is paid within thirty (30) calendar days after expiration (priority renewal period) and Customer does not decline renewal order, the domain name registration term is extended for 1 (one) year from expiration date and the domain is reactivated within 2 (two) business days after the renewal service is provided to the Customer.

The Contractor is not responsible for successful processing of the request submitted on the last working day of the priority renewal period.

5.7. The Contractor terminates the registration of a domain if it is not renewed by the Customer within 30 (thirty) calendar days from the date the registration term of the domain ends.

5.8. A domain name registration will not be renewed by the Contractor subject to occurrence of events listed in section 3.3.3 hereof and pursuant to the Terms and Conditions.

6. Data Update

6.1. Updating DNS servers

Any updates may be introduced at the Contractor's web server in the following sequence:

  • log into the section "Manage your account",
  • select "Review and update data" in the section "Services",
  • find the service whose parameters are being modified,
  • choose necessary link on the column "Modify parameters",
  • make necessary changes,
  • and save the changes.

6.2. Updating Registrant's Data in the Registry

The Registrant's contact or identification data in the Registry is updated by modifying the data in the Registrant's Agreement with the Contractor pursuant to section 6.3 hereof.

The Customer's identification data in the Registry will be automatically updated within 2 (two) hours after modification of the Registrant's data in the Agreement with the Contractor.

6.3. Updating a Customer's data in the Agreement

The Customer's contact and identification data (hereinafter referred to as "Customer's data") in the Agreement with the Contractor may only be modified after the Order for registration of the domain has been successfully processed. The Customer shall ensure that of any data provided under the Agreement is true and up-to-date.

6.3.2. Updating Customer's Identification Data

The Customer's identification data includes: full name of the Customer, birth date, ID details, address (for natural persons), TIN and address (for sole traders and legal entities), name of entity, KPP and registered address (for legal entities).

Identification data is updated by an official letter from the Customer to the Contractor. The letter form and the procedure of its submission and processing are published on the Contractor's web server.

6.3.2. Updating Customer's Contact Data

The Customer's contact data are: telephone number, fax number, e-mail addresses, postal address. Any updates are initiated at the Contractor's web server:

  • log into the section "Manage your account",
  • select "Update information" in the "Contract" menu,
  • make appropriate changes, and
  • save the changes.

6.4. Customer's Data Update to Display in Search Engines

6.4.1. Update of Customer's Identification Data

If a Registrant is a natural person, his/her identification data are concealed from public in search engines. If such, field "person" will display "Private Person" inscription.

6.4.2. Update of Customer's Contact Data (Whois contact)

The Registrant may specify email addresses different from those specified in the contract with the Contractor, to receive the messages from the feedback form in the Contractor's Whois service.

To make updates:

  • log into section "Manage your account";
  • select "Review and update data" in menu "Services";
  • find the service with the parameters to be modified;
  • choose necessary link in column "Modify parameters";
  • make necessary changes, and
  • save the changes.

The data in the Registry will be automatically updated within 2 (two) hours upon making appropriate modifications in the contact Whois data.

7. Domain Transfer

7.1. A domain name is transferred to another individual or legal entity on the basis of written request from the Registrant to the Contractor in accordance with the requirements and procedures published at the Contractor's web server. Sample notifications (letters) and requisite documents for domain transfer are available at the Contractor's web server in the "Services" section.

7.2. If the Contractor receives a written request from the Registrant in the form set by the Contractor for a transfer of the domain to another individual or legal entity, as well as a consent from such individual or legal entity to become the Registrant of this domain, the Contractor will transfer the domain within 3 (three) business days and give the previous and new Registrants an appropriate notice. At the Contractor's discretion this term could be extended to 30 (thirty) calendar days.

7.3. Transfer of a domain name to another individual or legal entity does not affect the term of the registration.

7.4. A confirmation to become the Registrant from the person, issued in the form set by the Contractor and received by the Contractor from this person, shall be deemed as a consent to fulfill the terms and provisions of this Schedule.

7.5. The Contractor is entitled, for the justified reasons, to consider domain name transfer invalid.

7.6. A domain name transfer to another Registrant is not provided by the Contractor:

a) subject to the section 3.3.3 hereof;
b) within 30 (thirty) calendar days after being transferred from another juristic or natural person or after being transferred to the Contractor from another Registrant;
c) upon expiry of a domain name registration term;
d) if domain name fails to meet the requirements listed in sections 3.1.2.3., 3.1.2.4., 3.1.3. hereof;
e) pursuant to the Terms and Conditions.

8. Registrar Transfer

8.1. Terms and conditions of the domain name transfer (Registrar change) from/to another Registrar are stipulated in the Schedule "On procedure governing domain name transfer between registrars" (hereinafter, the "Domain Transfer Schedule") approved by the Coordination Center for TLD RU and published on its website at http://cctld.ru/ru/docs.

8.2. Domain name transfer to the Contractor from another Registrar

8.2.1. A domain name shall be transferred to the Contractor provided that an Order for the Registrar Change service is made and there are sufficient funds available for service payment on the Customer's Personal Account. Order forms are available on the Contractor's website. When applying to the Contractor for the domain name transfer from another Registrar, the Customer shall provide the Contractor with the valid transfer code for the domain name that corresponds with the one stored in the Registry.

8.2.2. The Contractor provides no guarantees of successful completion of the Registrar change procedure. In the event that the Registrar change procedure fails for any reason, the funds allocated for the Registrar Change service shall be released in the Customer's Personal Account.

8.2.3. The Contractor, upon receipt of the Application for the domain name transfer from another Registrar made in accordance with the form set forth by the Contractor, shall, within 3 (three) business days, review the compliance with the domain transfer terms stipulated in the Domain Transfer Schedule. In the event of a successful outcome of the review, the Contractor shall request that the Registrant specified in the Registry confirm the Application for the domain transfer in accordance with the procedure chosen by the Registrant during Application's submission. The Registrant shall confirm the acceptance of the Application for the domain name transfer in accordance with the chosen procedure within 5 (five) calendar days from the date of the Contractor's request and no later than 7 (seven) calendar days prior to the domain expiration date.

In the event of the Registrant's consent for the domain name transfer, the Contractor shall initiate the Registrar change procedure in the Registry.

The Order shall be canceled in the event of the Registrant's refusal to transfer the domain name or if no response is received within 5 (five) calendar days. The Contractor shall notify the Customer of the Order cancellation (due to a failure to execute) within two (2) business days from the Order cancellation date.

8.2.4. Upon the receipt of the Contractor's request for the domain name transfer, the Registry shall notify another Registrar of the transfer procedure initiated by the Registry. The said Registrar may confirm or decline the domain name transfer on the grounds contemplated in Clauses 9.3.-9.4. of the Domain Transfer Schedule. The Registry shall make the domain name transfer and the Contractor shall become the Registrar of the domain name if another Registrar approves the domain name transfer, or after 5 (five) calendar days from the date on which the transfer procedure is initiated in the Registry if no response is received from another Registrar (due to lack of action).

In the event of another Registrar's timely refusal to transfer the domain name to the Contractor, the Registry shall not make the transfer and the Contractor shall notify the Customer of the Order cancellation (due to a failure to execute) within 2 (two) business days from the Order cancellation date.

8.3. Domain name transfer from the Contractor to another Registrar

8.3.1. To transfer the domain name to another Registrar, the Registrant shall submit an Application for the transfer code to the Contractor on the Contractor's website in the "Manage your account" section. When making an Application for the transfer code, the Registrant shall specify a manner of receiving the transfer code, as well as an SMS-capable telephone number and email address used for the domain transfer procedure. The Contractor shall not provide the transfer code in the event of the inability to contact the Registrant by phone and/or email.

The Contractor shall check for any restrictions preventing the domain name from being transferred to another Registrar upon the receipt of the Application for the transfer code. The Registrar shall provide the transfer code in a manner chosen by the Registrant, subject to the Registrant taking required actions to obtain it, or send a substantiated refusal to provide the transfer code within 3 (three) business days from the receipt of the Registrant's Application.

8.3.2. The Contractor shall, upon the receipt of the Registry's notification of the launch of the Registrar change procedure, submit to the Registrant a request to confirm the acceptance of the Application for the domain name transfer to another Registrar to the Registrant's email address specified in the Registry and used for the domain name transfer between registrars and to the Registrant's contact addresses specified in the Contractor's database.

In the event of the Registrant's refusal to transfer the domain name, the Contractor shall submit a refusal to the Registry to transfer the domain name to another Registrar.

The domain name shall be transferred to another Registrar within the specified timeframe if no express refusal to transfer the domain name is given by the Registrant (due to lack of action).

8.4. A domain transfer is considered completed after the information on a domain name Registrar in the Registry is changed. A domain transfer to another Registrar does not effect on term of registration.

8.5. The responsibility to enter information about a domain name and its Registrant to the Registry is not transferred from the Contractor to a new Registrar in the following cases:

a) subject to the section 3.3.3 hereof in virtue of the Terms and Conditions;
b) within 30 (thirty) calendar days since the Registrant accepted domain ownership from a third person or from the moment of Registrar change;
c) upon expiry of a domain name registration term;
d) on the grounds stipulated in the Domain Transfer Schedule.
