For online transfer, an individual — RF non-resident, who is a former USSR citizen, will be required to submit the original certified request (certified by RF notary office).
Notarization of the request will not be required, if the registrant (former USSR citizen) personally delivers the request to the office. He/she shall have a passport and a translated passport copy certified by RF notary office (if name and surname are not given in Russian).
