About Domains Preorder Registration in COM.RU Domain

Domains Preorder Registration is meant to help RU-CENTER clients register a .COM.RU domain upon the launch of registration. Preorder requests are received in advance, before the launch of General Availability stage of .COM.RU domains, from October 5, 2011 12.00 (MSK) to October 25, 2011 11.00 a.m. (MSK).

RU-CENTER will therefore:

• accept a preorder request for registration of available .COM.RU domain;
• register a domain name in the Registry on the client's name in case of a single request, or hold an auction for registration right to the domain, if there were two or more preorders.

Service Delivery Details

• The service is delivered as per Domains Preorder Registration Schedule in COM.RU domain (Schedule 1/11-6 to Service Agreement).
• RU-NIC delivers the service only with regard to third-level .COM.RU domains.
• To obtain the service, all the terms shall be met no later than 11.00 (MSK) October 25, 2011; otherwise the preorder will be cancelled.
• If the client has not received a preordered domain registration, the service will not be payable by the client.
• RU-CENTER gives no guarantee that registration of the domain names subjected to court procedure will be delivered.

How to Obtain the Service

Preorder registration requests are made by clients.

To get the service a client shall meet all the following requirements from 12.00 (MSK) October 5, 2011 until 11.00 (MSK) October 25, 2011:

• Generate an order to get the service, wherefore log in to:
  • "Manage your account" → "Orders" → "Make pre-orders for domain .COM.RU" or;
  • home page of web-server auction.nic.ru, or;
  • "My auctions" → "Domain name pre-registration → "Make pre-orders for domain .COM.RU" on web server auction.nic.ru.

Client will have to enter the number of the NIC-D agreement with RU-CENTER and the administrative password.

By ordering the service the Client agrees with the terms of Domains Preorder Registration Schedule in COM.RU domain (Schedule 1/11-6 to Service Agreement) and agrees to pay the deposit. The amount of deposit is equal to the fee for preorder registration of .COM.RU domain according to Addendum 2 to Service Agreement.

Deposit will be reserved on a Client’s personal account immediately upon RU-CENTER obtains a service order. The order becomes thereby ready-to-process.

How to Recharge Personal Account

If by 11:00 MSK October 25, 2011 the order will have a "pending" status (not all the above terms are fulfilled), the order will be deemed cancelled.

Preorder Auction Rules

If two or more customers placed ready-to-process preorder requests for the same domain, and RU-CENTER managed to reserve this domain upon the start of .COM.RU domains public registration, this domain will go into an auction.

• The auction is private - only for the customers, who made preorder requests.
• RU-CENTER will notify its clients of the auction starting moment, its terms and conditions via e-mail and by placing information on web-server auction.nic.ru (section "My auctions" → "Domain name pre-registration" → "Auctions: active").
• At the auction starting moment all clients' bids will be placed equal to 17.7 CU. The bids of the clients who were first and second to have submitted their ready-made preorders by the auction starting moment will be deemed the Best Bid and Second Bid respectively.
• An Auction Winner is selected by auction closing results. If an Auction Winner fails to pay the declared price within the set period, the client who offered the Second Bid will be deemed an Auction Winner.
• All bidders are notified about auction results by e-mail.
• Clients other than Auction Winners will have their deposits released and their preorders void.

Auction Delivery Terms:

• Publishing domain auction notifications on web-server auction.nic.ru at least 24 hours prior to auction start.
• The auction period is at least 3 (three) calendar days.
• Each Auction Winner is expected to effect payment within 10 calendar days.

Domain name transfer to a client

If RU-CENTER received a single preorder for registration of .COM.RU Domains, no auction will be held. RU-CENTER will thus immediately register the domain in the Registry. The deposit reserved on the client's personal account will be automatically released as payment for the service.

If an auction is to be held, RU-CENTER will transfer Domain administration rights to the Auction Winner no later than 3 (three) business days upon domain payment, and the registration period will be unchanged. In this case the deposit blocked on the Auction Winner's personal account will be released.

If Domain Registration Failed

Preorder request for registration of a third-level .COM.RU domain will be cancelled, if the domain cannot be registered due to one of the following reasons:

• The domain was taken by the launch moment of .COM.RU domains preorder registration.
• Domain name is subject to court procedure, provided the Contractor has evidence thereof.
• Domain registration is cancelled due to court decision, when a person, whose rights are deemed violated by the court, has a priority to a cancelled domain registration.
• In other cases likely to cause third parties' rights violation as deemed by the Contractor.

The deposit will then be released on the Client's personal account and may be refunded based on official letter with indication of recipient's details.

How to Cancel the Service

A preorder may be deleted by the client, the deposit will then be released from the client's personal account.

The order may be deleted in one of the following ways:

• If the order has a pending status:
  • on web server auction.nic.ru ("My auctions" → "Domain name pre-registration" → "Orders: Orders not ready for processing");
  • on web server www.nic.ru (section "Manage your account" → "Orders: Processing queue, order removal").
•  If the order is ready-made:
  • on web server auction.nic.ru ("My auctions" → "Domain name pre-registration" → "Active Orders").

A client may delete his/her order in one of the following cases:

• pending payment;
• the order is ready-made, but the date of registration launch has not occurred yet;
• the domain was taken by the launch moment of .COM.RU domains preorder registration.
